
Ms. Belinda Palmer

Belinda Palmer serves as a Partner with
ASC Financial, Inc.. She is an accomplished professional
possessing over 20 years experience in public finance and public policy.
Prior to joining ASC Financial, she managed the Public Finance
practice of the Malachi Group, Inc. a full service banking investment
firm. As Vice President of ASC Financial Holdings, Ms. Palmer
manages the day to day operations of the firm and is a key principal in
managing relationships with the firms clients.
Ms. Palmer possesses a rich mixture of
public and private not-for-profit experiences that serves to enhance her
work and relationships, especially as a Financial Advisor to municipal
organizations. Her previous experiences have included service in key
municipal positions as senior manager with: Fulton County Superior Court
as the first Family Court Administrator in the State of Georgia, a
program that she implemented and nurtured through its pilot project
stage, the City of Macon, GA. as Budget Director and with NYC Department
of Juvenile Justice as Director of Budget and Financial Operations.
Belinda is also an active member of the
Atlanta community; serving as past Chair, United Way of Metropolitan
Atlanta - Fulton County Board; Chair of Annual Report/Historian for the
Atlanta Junior League and Past Chair of Membership Outreach. Belinda is
also an active member of the League of Women Voters. She was inducted
into the NYC Y.W.C.A. Leadership Academy in 1986, recognized by the Girl
Scout Council of Middle Georgia for Outstanding Leadership and
recognized by Outstanding Young Women of America and featured in Who’s
Who in Black Atlanta in 2003. Ms. Palmer is a graduate of Howard
University. She pursued post- graduate work at Georgia Institute of
Technology and a second Master’s at the New School for Social Research
in New York. She is a licensed security representative, earning the
General Securities Series 7 & 63 licenses and the Municipal Principal
Securities Series 53 license.
Ms. Paulette Sattin
Project Construction Manager

Ms. Paulette Sattin serves as the
Project Construction Manager with ASC Real Estate Development
Inc. She is
a certified Project Management Professional (PMP) by the
international organization Project Management Institute (PMI). Ms.
Sattin works with the firm to project manage real estate development
projects to ensure statutory compliance, budgetary regulation and
manage construction project life cycle. Prior to joining ASC
Real Estate Development, Ms. Sattin served as the Design and
Construction Project Manager with DeKalb County Board of Education,
Berean Christian Church Building Committee and numerous
infrastructure projects. As Managing Partner with CBS Project
Management, LLC, she provides project consulting services.
Ms. Sattin’s 18 years of project management expertise was cultivated
working with Fortune 500 companies such as Pepsico, Atlanta Gas
Light, Post Properties and Wachovia. She has held positions as
supervisor, manager and director. She has led large complex project
and managed large staff. Her project management experiences include
managing diverse projects for companies and organizations in the
banking, construction, education, insurance, manufacturing, natural
gas, telecommunications and transportation industries.
Ms. Sattin
was a member of, and chairperson for, the Grady Cluster sector of
the Carter Center’s The Atlanta Project (TAP) from 1993 and 1996.
She volunteers in her local community and South Africa. She was
commissioned by Georgia Center for Nonprofit to develop project
management training classes for their clientele. She earned both
her Bachelor Science Sociology and Business and Master of Public
Administration at Long Island University, in Long Island, New
York.
